Papers must be accompanied by a cover letter signed by the corresponding author, indicating that he or she has read the Instructions to Authors; will comply with the instructions and accept the conditions which have been stated.
Authors are required to recommend at least 3 referees who can review the article. The initials and last name, the institution, country, e-mail address and area of expertise of each referee must be provided in the cover letter.
The suggested referees/reviewers should not be from the same institution or organization, and they should not be from the same project within 2 years. As much as possible, at least one of the referees should come from country different from that of the corresponding author.
